What is the authenticity of the hadith that describes the ruler as a lion, the governor as a wolf, the merchant as a dog, and the believer as a sheep?

This is a spurious hadith, mentioned in "Tadhkirat al-Mawdu'at" (The Remembrance of Fabricated Hadith). Al-Dhahabi said in "Al-Mizan" (The Balance): "It is baseless (batil)." Its chain of narration contains several unknown individuals, and it includes Ahmad ibn Zurarah, who is not known, and the chain leading to him is obscure.
