Is it permissible to perform Dhikr (remembrance of Allah), Tasbeeh (glorification of Allah), and read the Qur'an without washing and purifying the male organ after madhiy (pre-seminal fluid) has been discharged due to sexual thoughts?

It is permissible to recite the Quran and perform dhikr (remembrance of Allah) before cleansing oneself from madhiy (pre-seminal fluid), as the validity of dhikr does not depend on the purification from impurity (khabath) or ritual defilement (hadath), although it is preferable for a Muslim to be in a state of purity. Muslims have unanimously agreed on the permissibility of reciting the Quran for one who is in a state of minor ritual impurity (hadath asghar), though it is better to perform ablution (wudu') for it.
