Is it permissible to recite the Qur'an from the adhkar (supplications) without touching the mushaf (Qur'an) when madhy (pre-seminal fluid) is discharged and one has not performed ghusl (ritual bath)?

The emission of madhy (pre-seminal fluid) does not necessitate ghusl (ritual bath). Rather, it requires washing whatever part of the body it has touched, and performing wudu (ablution). Sprinkling water on clothes is sufficient for them. It is a minor ritual impurity (hadath asghar), which permits reading the Qur'an without touching the mus'haf (physical copy of the Qur'an). It is more complete to read while in a state of purity. As for maniy (seminal fluid), it necessitates ghusl.
