Is it permissible to perform an IVF procedure during the daytime in Ramadan, knowing that postponing it might delay conception for several months?

Intentionally causing semen to be emitted invalidates the fast according to the majority of scholars. As for introducing semen into the wife's vagina, there is a difference of opinion, but the more preponderant view is that it is not among the things that invalidate the fast, according to the decision of the Islamic Fiqh Academy. Introducing semen in this manner is not considered sexual intercourse. If it is possible to take the sample at night and perform the procedure during the day, then there is no harm in that. However, if that is not possible and introducing semen is considered to invalidate the fast, then the procedure should not be performed unless there is an urgent need that permits breaking the fast.
