We do not see in artificial insemination a necessity that permits breaking the fast in Ramadan if it is possible to postpone it until after Ramadan, in order to preserve the sanctity of the month and its complete fasting. However, if it is impossible to secure an appointment after Ramadan, or if the appointment is delayed significantly such that it defeats the purpose of procreation, then there is no objection to performing it in Ramadan due to need. And whoever breaks their fast because of it must make up that day.
