Is it permissible to study in the Maghreb countries?

Seeking knowledge is an enjoined act in Islamic law, and it is an obligation upon every Muslim. There is no religious impediment to studying in the Maghreb countries, unless the educational institutions witness objectionable practices such as immodest display (tabarruj) and impermissible mixing of genders. In such a case, studying there is not permissible unless there is a necessity or a need that is equivalent to necessity.
