What is the ruling on purification for a person with urinary incontinence who cannot find clean restrooms outside the home: should he wipe with tissues and perform ablution, or delay the prayer to combine them at home?

If a woman afflicted with urinary incontinence does not find sufficient time to perform prayer with proper ritual purity, she should perform ablution for each prayer after its time has begun, and pray the obligatory prayer and whatever supererogatory prayers she wishes until the time for that prayer expires. It is permissible for her to combine two prayers that share a time, and it is also permissible for her to suffice with using toilet paper for purification.
