Is it permissible for the people of Makkah to buy sacrificial animals from butchers who sell them at a low price after the pilgrims have left them, or to take them from the campaign organizers who distribute them for free fearing their spoilage?

The obligatory hady for Tamattu' and Qiran (types of Hajj), and the hady obligatory for neglecting a duty or committing a prohibited act, must be slaughtered within the sacred precincts of the Haram and distributed to its inhabitants. It is forbidden for butchers and others to take any part of it for sale, and it is unlawful for anyone aware of this fact to purchase from them. Scholars differ on the permissibility of the wealthy eating from it, with the majority allowing it for the hady of Tamattu' and Qiran. The Hanafis permit eating from it and feeding both the rich and the poor. The Malikis permit eating from all hadys that are not obligatory due to deficiency or corruption, and they allow feeding the rich and relatives. The Hanbalis permit eating from the blood of Tamattu' and Qiran but not from other obligatory hadys. The Shafi'is restrict the obligatory hady exclusively to the poor of the Haram and do not permit the one offering the sacrifice to eat from it. It is more prudent to refrain from hadys that are a mix of obligatory and voluntary if you are not poor.
