Is it permissible to fast instead of offering a Hady (sacrificial animal) during Hajj, even if one is able to offer it?

Fasting does not suffice as a substitute for the hady (sacrificial animal) except for one who is unable to offer it, due to the Almighty’s saying: "But whoever cannot find [one] – then a fast of three days during Hajj and seven when you have returned [home]. That is a complete ten." So, whoever cannot find a hady due to lack of money or an animal, should fast three days during Hajj and seven when they return to their country. The jurists have agreed that if a mutamatti' (one performing Hajj Tamattu') cannot find a hady, they transition to fasting three days during Hajj and seven when they return.
