If the mutamatti' (one performing Hajj Tamattu') is unable to offer the sacrificial animal (hady), he moves to fasting three days during Hajj and seven days upon returning. Ability is considered in the place of the hady. So, when the hady is unavailable in its designated place, it is permissible to move to fasting, even if one is able to afford it in their home country. There is no need to repeat fasting the seven days if they were fasted outside of one's home country. It is permissible to fast them on the way or in Mecca after the Days of Tashreeq, and consecutive fasting is not obligatory for them.
