There is no harm in selling sugar for more than the price set by the state if its price-setting harms the seller and causes him loss, due to the Prophet’s (peace and blessings be upon him) saying: "There shall be no harm or reciprocating harm." It is not permissible to lie to turn away customers, but one can resort to ambiguity (tawriya) and allusive speech (ma'arid).
