Is it permissible to perform ablution (wudu) and pray with a garment that has been splattered with drops of urine, then only the soiled spot is cleaned without washing the entire garment? And what is the way to avoid soiling the garment with drops of urine during istinja (cleaning oneself after relieving oneself)?

For the prayer to be valid, the garment, place, and body must be pure. If a garment is soiled with impurity and then washed, prayer in it is permissible, whether the entire garment or only the place of impurity is washed. It is not a condition to remove the garment to wash a part of it if the location of the impurity is known. However, if its location is unknown, the entire garment must be washed. To guard against urine during istinja' (washing after defecation or urination), one must avoid impurity and urinate in a safe place. One must also disregard obsessive thoughts.
