What is the punishment for an un-veiled girl, and is a girl who shows half of her hair from the front considered veiled?

A woman's display of any part of her body that she is commanded to cover falls under the definition of tabarruj (displaying one's adornments). This includes her exposing her forelock to non-mahram men, for she is commanded by Islamic law to cover all of her hair in front of them.
