Is it permissible to give zakat to a daughter who is no older than four years of age to buy her a travel ticket, knowing that her father is not well-off and cannot afford to buy it?

The travel expenses for the daughter are included in her maintenance, and this becomes obligatory for her mother if the father is unable to provide it. It is not permissible for the father to give Zakat to his child if the child's maintenance is obligatory upon him. However, if the daughter's maintenance is not obligatory upon the mother due to the mother's poverty, then it is permissible for the mother to give her from her Zakat. If the mother spends her Zakat on her daughter's ticket while it is obligatory upon her, it is as if she is protecting her own money and evading her obligation.
