Is it permissible to account for the travel and accommodation expenses of a sister visiting her parents from Zakat funds?
The recipients of zakat are specified in Allah's (SWT) saying: (Indeed, [prescribed] charitable donations are only for the poor and the needy, and those who work on [collecting and distributing] them, and those whose hearts are to be reconciled, and for [freeing] captives, and for those in debt, and for the cause of Allah, and for the stranded traveler; a duty imposed by Allah. And Allah is Knowing and Wise.) [At-Tawbah: 60]. It is not permissible to spend zakat on bringing a sister to meet her parents in a country of travel, because this does not fall under any of the mentioned categories. Nor is this considered among "the stranded traveler," for the stranded traveler is one whose journey has been cut off, not one who wishes to initiate a journey from their country.
