Is it permissible to spend zakat money to buy an airplane ticket for an expatriate African brother studying in Singapore, so he may visit his family and children?

It is permissible to give Zakat to a person who is unable to obtain what will enable him to return to his country, because he is a wayfarer (ibn al-sabil), and this is one of the eight categories of Zakat recipients. The wayfarer is given what will enable him to reach his country, even if he is wealthy in his homeland, because he is in need in this situation. He should be given what preserves his dignity and honor.
