Is it permissible to give zakat to a needy traveler who lacks money, considering him a "wayfarer"?

Ibn As-Sabil (wayfarer) is a traveler who has been cut off during his journey and has exhausted his provisions. He is given from the Zakat (definition) what suffices him to reach his destination. It is not a condition that he must be without money; for if he were one of the wealthiest people in his town, but his journey was interrupted, he would be given what enables him to return to his hometown, while considering what preserves his dignity.

As for someone who wishes to travel from his town, he is not considered an ibn as-sabil and is not given from the Zakat under this description. However, if his travel is for an urgent need, such as medical treatment, and he has no money, then he is given from the share of the poor, not from the share of ibn as-sabil.
