Is it permissible to buy a travel ticket for a needy woman to return to her country with the intention that it is from Zakat, instead of giving her money directly?

A traveling woman is considered eligible for zakat as she falls under the category of "ibn al-sabil" (wayfarer). She should be given what suffices her to return to her country if she does not find money. If she is poor in her country, she is given zakat due to her poverty and her status as a wayfarer. It is permissible to give her a travel ticket instead of money if that is more beneficial for her.
