Is it permissible to give a daughter from the Zakat to cover her expenses for clothing, studies, and medical treatment, given that her father is negligent in providing for her?

The daughter's maintenance is obligatory upon her father if he is well-off, otherwise, it is obligatory upon her mother. If the well-off father abstains from providing maintenance, his case is brought before the judiciary to compel him to provide it. If he does not, then the maintenance falls upon the mother, and she may consider it a donation or intend to seek reimbursement from the father. It is not permissible for the mother to give her Zakat to her daughter due to the obligation of maintenance upon her, nor is it permissible to disburse Zakat to anyone who is self-sufficient by the maintenance of another. If the mother is able to provide for her daughter's maintenance, then it is not permissible to give her Zakat. However, if she is able to provide for only part of the maintenance, then it is permissible for her to receive Zakat to complete it.
