What is the expiation for my friend making up last year's fasting, and is it a condition to feed the needy in a country where there are no needy?

The expiation for delaying the making up of Ramadan fasts is obligatory for anyone who was able to do so but did not perform it until the next Ramadan began. The expiation is estimated at 750 grams of the staple food of the country and is to be given to the poor Muslims. It is permissible to give it out along with making up the fasts, or before, or after. Anyone who delayed making up the fasts without a valid excuse must repent to Allah, make up the days they missed, and pay the expiation for each day. It is permissible to send the expiation to the poor in another country or to appoint someone to give it out on their behalf.
