What is the dividing line between giving the enquirer the choice among fatwas and seeking out dispensations?

Following dispensations is blameworthy if it becomes a habit for a person to always choose the easiest option in every matter. However, for someone who takes the easier option in one or two matters due to a need, there is no blame upon him.
