Is it permissible to pay for a vow's expenses to needy relatives instead of holding a celebration?

This type of vow falls under the category of permissible vows. The preponderant opinion is that the one who made the vow has the choice to fulfill it or leave it, with the obligation of offering an expiation for breaking an oath (kaffarat yameen) if they choose not to fulfill it. We advise the questioner here to expiate for their oath and then give the money they allocated for the feast as charity to their relatives, due to the immense reward in giving charity to a needy relative. This is based on the Prophet's (peace be upon him) saying: "Charity to the poor is a charity, and to a relative, it is two: charity and maintaining kinship ties." Furthermore, holding a party is not a religious requirement.
