Is it permissible to divide a vow and give a portion of it to poor relatives?

Fulfilling a vow (nadhr) is obligatory, while a conditional vow (nadhr mu'allaq) is reprehensible. If a specific time was appointed for the charity and it was not given then, the one who made the vow must fulfill it along with an expiation for an oath (kaffarat yameen). However, if no time was specified, then if the intention of the one who made the vow was to give the entire amount to a single poor person, and instead he divided it among a group of poor people, the vow remains binding upon him. But if his intention was merely to give charity, then he has been absolved of his obligation.
