Is the Hajj performed by someone on behalf of another, using funds from the endowment that were not authorized by the elected administrative body, permissible or not?

It is obligatory to adhere to what was agreed upon when the fund was established, for the Prophet, peace and blessings be upon him, said: «Muslims are bound by their conditions, except for a condition that makes a halal thing haram, or a haram thing halal.» It is not permissible to introduce new conditions or clauses that contradict the previous ones, except with the consent and agreement of all participants. If the proposal of the administration members contradicts what has been previously agreed upon, then it has no basis, and it is not permissible for some individuals to take these amounts for Hajj or other purposes.
