Shouldn't there be only one person who is the most unjust, given the repetition of "And who is more unjust than him who..." in the Qur'an for several different cases?

Al-Suyuti answered the problem of the repeated question "Who is more unjust?" in the Qur'an by saying that what is meant by it is negation, i.e., "no one is more unjust." To avoid contradiction, either each instance is specified with a meaning related to its context (for example: no one is more unjust than those who prevent [people] from the mosques of Allah), or the specification is in relation to precedence, meaning no one has preceded in such injustice.
