What is the ruling on firing live ammunition at weddings and events?

Firing bullets at celebrations:

If the purpose is to set up targets for shooting: This is a praiseworthy act encouraged by Islamic law, based on the Hadith: "Whoever learns archery and then abandons it has disobeyed me." If the purpose is to fire them into the air: One should refrain from this for the following reasons: 1. It is a waste of money, and Islam has forbidden this. 2. It causes fright to those who are safe, as well as to the sick and children. 3. There is a possibility of the bullets returning and injuring people and damaging their property.
