Al-Hattab al-Maliki mentioned that shaving the beard and mustache is impermissible, and that it is a mutilation (muthla) and an innovation (bid'ah). Whoever does so should be disciplined, unless he intends to enter the state of ihram for Hajj and fears his mustache is too long.
