What is the ruling on zakat for money if its due date has arrived in Sha'ban, but the owner of the money is in debt for 86,0 Egyptian pounds for purchasing a house?

Since Zakat became due in Sha'ban, it is not permissible to delay it without a valid excuse. It must be disbursed immediately and given to those who are eligible. If the debt was incurred after Zakat became due, it does not nullify it.
