The answer

It is permissible to perform for one who is harmed by using water. Incontinence of urine and gas share the same ruling as (non-menstrual vaginal bleeding). The person afflicted with incontinence should perform ablution for each prayer after its time has begun, and pray, and what exits will not harm him, unless it is expected to stop, in which case he should wait. The one afflicted with incontinence may combine prayers with a single ablution, and he may pray the night vigil ( al-layl) with the ablution for the 'Isha prayer. As for the Duha prayer, ablution is necessary for it after its time has begun.
