If the wife enters into a state of ihram for Umrah before reaching her husband, then intercourse with her is impermissible; because it is one of the prohibitions of ihram that invalidates Umrah, and she must make up for it (qada') and slaughter a sheep.

If the wife passes the Miqat intending Umrah, she must enter into ihram from there. It is not permissible for her to delay ihram until her husband has intercourse with her. If she passes the Miqat without ihram, she must return to it or enter into ihram from a Miqat further away from it, and she owes a sacrificial animal (dam).

Some scholars permit passing the Miqat without ihram if one intends to return to it to enter ihram from there. If the wife delays ihram until she can enter ihram from the Miqat of Madinah, this is permissible, and in this case, it is permissible to have intercourse with the wife before entering ihram.
