What is the ruling on the Imam's commitment to reciting Surat As-Sajdah and Surat Al-Insan in Fajr on Friday, and is it legislated for him to abandon them for fear that the common folk might believe them to be obligatory?

Reciting Surahs As-Sajdah and Al-Insan every Friday is a Sunnah from the Prophet, peace and blessings be upon him. However, if the Imam fears that people might believe it to be obligatory, it is recommended for him to sometimes omit them to clarify that it is not fard (obligatory). Most scholars have recommended this. As for the obligation to sometimes omit reciting them, that is not correct.
