Is a man obligated to ensure equality between his two wives in leaving the house, such that he takes both of them to a place if he takes one of them, and is it permissible for him to refuse to fulfill the request of one of them due to his anger with the other?

The issue of justice between wives regarding outings has been explained previously. As for refusing to fulfill the requests of one wife because of the husband's anger at another, this is detailed as follows: If the requests are for obligatory maintenance such as housing and food, then it is not permissible to deprive her of them under the pretext of justice, for obligatory maintenance is due to the marriage contract, and its impediment is disloyalty (nushuz), not the lack of maintenance for the other. However, if the requests are in excess of what is sufficient, then justice in these matters is recommended (mustahabb) and not obligatory, as it is often difficult to achieve. It is recommended to prevent grudges and reconcile hearts. It is not justice to equate the good-doer with the wrongdoer if the husband's anger at the other wife is justified.
