Why was the mention of Prophet Muhammad (peace be upon him) in the Almighty's saying, "And you are not engaged in any matter" (وما تكون في شأن), given precedence over the mention of the believers in His saying, "nor do you do any deed" (ولا تعملون من عمل)?

The exegesis of the verse (And you are not in any situation, nor do you recite any portion of the Qur'an, nor do you perform any deed, except that We are Witnesses over you when you are engaged in it. And not absent from your Lord is [the weight of] an atom on the earth or in the sky or [anything] smaller than that or greater, but that it is in a clear register) Yusuf/61, demonstrates Allah's comprehensive knowledge of all the affairs of His Prophet, his Ummah, and all creation. Nothing, not even the weight of an atom, escapes His knowledge, Glorified be He. If He knows the movements of inanimate objects and animals, then His knowledge of the movements of accountable beings is even more certain. Allah specifically addressed His Prophet at the beginning of the verse, exalting his status, in His saying: (And you are not in any situation) and (nor do you recite any portion of the Qur'an), then He generalized the address to the entire Ummah in His saying: (nor do you perform any deed), because the address to the leader encompasses those under his authority. Thus, Allah, the Exalted, is a Witness and Knower of everything His servants do.
