Do people who own free businesses and have high incomes have the right to receive the social safety net salary designated for the unemployed?

Citizens must abide by the laws of the state unless they contradict Islamic Sharia, especially those laws that serve vulnerable groups. Providing a monthly salary to the unemployed is legitimate and important. However, those who have independent businesses and whose income from them is greater than the state salary are not entitled to receive unemployment benefits. Whoever takes them from this group is considered to have taken something unjustly, and their action is unlawful (haram).
