Is it permissible to cheat on exams if the institute's administration implicitly allows it?

Permitting cheating in exams is not justifiable; it is one of the great calamities, and those who allow it or engage in it must be condemned. Cheating is forbidden, whether or not the educational institution permits it, because it is a deception that equates the diligent with the negligent. It also has negative consequences when assuming positions, as the Messenger of Allah, peace and blessings be upon him, said: "Whoever cheats us is not of us," a Hadith agreed upon. So, whoever cheats is not among the believers of complete faith; rather, he is a disobedient Muslim until he repents.
