The fiancée is a stranger to her fiancé before the marriage contract, so it is not permissible for him to touch her or be in seclusion with her, whether she agrees or not. Similarly, it is not permissible for her to be in seclusion with him. Seclusion with a non-mahram woman is considered a major sin.

To refuse this, she can inform her father or one of her mahrams to tell the fiancé that seclusion is not permissible. She can also use fatwas and messages that explain the prohibition of the fiancé being in seclusion with the fiancée before the marriage contract and present them to the fiancé, along with the advice not to start his marital life with something forbidden.
