What is the ruling on zakat for money that reached 4000 Jordanian Dinars, saved over four years, and with which a car was purchased, knowing that the questioner has debts, and is it permissible to give zakat to the husband to pay off his debts?

Zakat (definition) becomes obligatory on wealth when it reaches the nisab (definition) (threshold) and a full hawl (lunar year) has passed over it. The hawl begins from the day the wealth reaches the nisab on its own, or by combining it with other assets owned by the woman. The nisab for current currencies is equivalent to 85 grams of gold or 595 dirhams of silver. The amount of zakat that must be disbursed is 2.5% (a quarter of a tenth). If the woman is unaware of when the wealth reached the nisab, she must investigate and strive to determine it, and then disburse the zakat according to her best judgment. A car purchased for personal use is not subject to zakat, but its purchase may affect the hawl of zakat if the nisab no longer remains after its purchase. It is permissible to give zakat to one's husband, especially if he is in debt.
