The answer

If a husband owns a car with the intention of personal use, not trade, then there is no zakat due on it, based on the Prophet, peace and blessings be upon him, who said: "There is no sadaqah [zakat] on a Muslim's slave or horse." This is a rule that states there is no zakat on assets held for personal use. His intention to sell it out of need does not make it a trade commodity. If he sells it and its price reaches the nisab, and a full Hijri year passes without it decreasing, then zakat is due on it at the rate of one-quarter of one-tenth (2.5%). As for cash, zakat is due on it under two conditions: that it reaches the nisab and that a full year passes over it. Zakat is obligatory on anyone who owns zakatable wealth that meets the conditions for zakat, such as the two precious metals (gold and silver), livestock, grains, fruits, and trade goods, whether the owner is young or old, male or female, sane or insane.
