What is the ruling on swearing a false oath to obtain a plot of land within the housing plan, knowing that there is regret and a desire to withdraw from completing the procedures?

Lying is forbidden, and even more forbidden is a false oath (al-yamin al-ghamūs). However, lying is permissible in cases of necessity where the truth cannot be attained except through it, such as when a woman has a right to a piece of land and cannot obtain it except by lying.
