The viscous fluid that often comes out at the beginning of arousal is pre-seminal fluid (madhy), which is impure (najis) and nullifies ablution (wudu) but does not necessitate a full bath (ghusl). If it is discharged by a woman, she must perform istinja' (washing the private parts) with water. If it is discharged by a man, he must wash the entire penis.
