Is it permissible to go to perform Hajj from Jordan without ihram from the plane, then return from Jeddah airport to the Miqat of Abyar Ali to enter ihram?

If a pilgrim comes from his country intending to visit Medina first before going to Mecca, there is no harm in him delaying his ihram until he performs it from the miqat of the people of Medina (Dhul-Hulayfah) before going to Mecca, and there is no fidya (expiation) upon him. This is if his original intention was to visit Medina first.
