Is it permissible for a woman who suffers from the discharge of fluid from the anus due to irritable bowel syndrome and cannot perform ablution at her workplace to delay the prayer and combine the Dhuhr and Asr prayers?

If you find a private restroom at your workplace, you should perform ablution (wudu') and pray Dhuhr at its prescribed time. It is not permissible for you to combine it with Asr, as there is no valid need for doing so. However, if a place for purification is not available, then there is no hardship upon you in combining Dhuhr and Asr due to necessity.
