Is it permissible to spend money allocated by the government for private lessons on other needs, and then pay for the lessons in installments?

It is obligatory to adhere to the condition set by the donor of the money, due to the generality of the Hadith: "Muslims are bound by their conditions." Therefore, it is not permissible to spend money designated for additional private lessons on anything other than what it was specified for.
