It is permissible to perform the 'Isha prayer in congregation in the external courtyard of the mosque if doing so prevents the harm of the mosque being closed by authorities due to neighbors' complaints. Worshippers should understand this. The mosque committee should allow a limited number of people to pray inside the mosque if no harm results from it, so that the closure does not fall under the prohibition mentioned in His (Allah's) saying, "And who is more unjust than he who prevents the mosques of Allah from having His name mentioned therein and strives for their ruin?"
