What is the ruling of Sharia regarding the inability of the questioner to repay a debt to a foreign woman residing outside the country, due to local laws that prevent the transfer of funds, despite his improved financial situation, and his fear of Allah's punishment?

Repentance to Allah for the forbidden relationship is obligatory, by abandoning the sin, regretting it, and resolving not to return to it. One must also promptly return the money borrowed from the woman, as long as the borrower is solvent. If individual transfers are prohibited, a legitimate means should be sought to transfer the money. Communication with the woman should be limited to what is necessary, while observing the Islamic legal guidelines.
