What is the ruling on a female dentist using a forged certificate of experience in order to practice the profession after a long hiatus from work, knowing that the unavailability of a certificate of experience prevents her from obtaining a license to practice the profession?

Lying, falsification, and deception are forbidden, and "whoever cheats us is not of us." Therefore, it is not permissible to circumvent the state's laws and its recognized conditions. One can travel to another country that does not stipulate this condition, while supplicating and asking Allah to relieve distress.
