It is not permissible to borrow with interest from banks or any other entity, whether for the purpose of building a house or anything else, regardless of whether the interest is small or large. The bank's designation of interest as "banking services" does not change the reality that it is a usurious transaction. A Muslim must beware of usury and its dire consequences in this world and the hereafter, because a usurer is at war with Allah and deserving of a curse, in accordance with the Almighty's saying: ﴿O you who have believed, fear Allah and give up what remains [due to you] of interest, if you should be believers. And if you do not, then be informed of a war [against you] from Allah and His Messenger.﴾ [Al-Baqarah: 278-279], and the Hadith: "The one who consumes Riba, the one who pays it, the one who writes it down, and the two who witness it." He said: "They are all equal." Narrated by Muslim.
