What is the ruling on borrowing from banks with a specific interest (i.e., borrowing a sum and returning it for more than its value) when the borrower is in need of marriage or housing, and there are no Islamic banks in the country?
It is not permissible to deal with usurious banks or to borrow from them with an increase, except in a case of extreme necessity, and it is estimated according to its extent, due to the severe prohibition of usurious dealings. Allah Almighty says: "O you who have believed, fear Allah and give up what remains [due to you] of interest, if you should be believers. And if you do not, then be informed of a war from Allah and His Messenger." The Prophet, peace and blessings be upon him, cursed the one who consumes usury, the one who feeds it, its scribe, and its two witnesses, and he said: "They are all alike."
