What is the ruling on borrowing with interest from a non-Islamic bank, in order to increase income and achieve a personal benefit, after it became impossible to borrow from Islamic banks?

It is not permissible to obtain project financing through a usurious loan. Usury is only permitted in cases of dire necessity, where its absence would lead to the perishing of the individual or bring them close to it. Increasing income and developing trade do not constitute such a necessity.
