What is the ruling on borrowing from usurious banks to finance an agricultural project if the government program does not provide financing except through them?

Borrowing with interest (riba) is forbidden in Islamic law, except in cases of extreme necessity, such as when a person has no work from which to spend on himself and those he supports.
